Position Description
We currently have an opportunity for a Chief Information Officer.
This position is established to direct, plan, organize and control all strategic and tactical activities of the MA Bank IT Department and to ensure the effective, efficient and secure operation of all automated data processing systems. This position will work closely with the Management Team, key vendors, and bank partners to regularly assess and improve the technological capabilities of the bank.
Additional duties include:
Provide all bank employees with top quality, consistently available computer service, network security, support training and maintenance of all computer systems used throughout the bank.
Responsible for procuring, installing and maintaining all computer hardware and software, reviewing network topology, and all other products and supplies necessary to keep computer systems operable and to fulfill managements requests for computer support.
Manage vendor relationships acting as liaison between bank and hardware and software suppliers, including outsourced security vendor, for informational updates and problem resolution.
Create, maintain and enforce written policies and procedures regarding all computer operations in the IT Department and throughout the bank including MA Bank’s Information Security Manual.
Compile and review records to determine department productivity, quality of output and cost of service. Develop methods to continually improve results.
Develop training material and oversees the training of the employees on IT procedures using industry best practices and regulatory guidance in developing policies and reference materials.
Oversee user access security and develop collective procedures defining authorized users and unauthorized users for various computer systems per bank requirements.
Oversee IT equipment, software and processes such as Entrust printing systems and evaluate new equipment, software and processes, maintaining IT asset inventory, recommending changes as appropriate and supervising new installations.
Provide overall direction, guidance, and support to IT Staff on operational issues.
Monitor IT staff productivity and performance to ensure compliance with MA Bank policies and procedures appraising performance, identifying goals, areas of improvement and developing action plans to encourage career development.
Write department annual budgets and administer funds according to budget approval.
Maintain network cybersecurity of all data proprietary to the bank.
Implement cybersecurity improvements such as patch management or anti-virus software by assessing current situations, evaluating trends and anticipating requirements through penetration testing and vulnerability assessments.
Maintain SSL certificates to enable encrypted web communication between authorized third parties and bank.
Coordinate and test the bank’s Disaster Recovery Programs and Incident Response Plan to maintain business continuity and provide for the complete backup of all computer systems in case of system failure or disaster.
Serve as Information Security Officer, performing ISP and IT risk assessments, ensuring compliance per banking regulations.
Prepare GLBA Risk Assessment report for board identifying threats to bank data, assessing the risk of threats and assessing the sufficiency of controls recommending changes as appropriate.
Serve on banking regulatory committees, including the IT Committee, as required.
Serve as administrator for Federal Reserve bank.

Position Skills and Requirements
Bachelor’s degree in information technology or related field and/or IT Security Certification such as Certified Information Systems Security Professional (CISSP) is required. Minimum 5 year-experience in IT security required. Experience in financial industry preferred.
The ideal candidate will have strong communication skills, ability to perform in a leadership role, advanced knowledge of banking software and strong attention to detail.
