Summary
Responsible for the development, execution and administration of the Bank’s Compliance Management System, including CRA and Fair Lending, in conformance with applicable State and Federal regulations. Researches and interprets regulatory changes, analyzes the impact of same on Bank operations, identifies vulnerabilities, recommends risk mitigation strategies, and ensures timely implementation of changes to processes and procedures. Serves as the Bank’s compliance subject matter expert and works closely with management across all business lines in the establishment, implementation and enhancement of internal controls to mitigate compliance and other regulatory risks. Functions as CRA Officer and Internal Audit Manager serving as a conduit between the Audit Committee and the Bank’s internal audit firm.
Compliance
- Responsible for the development, execution, administration of and enhancements to the Bank’s Compliance Management System including, but not limited to: policies, procedures, research, internal compliance monitoring and transactional testing, reviews, reporting, audits, exams, tracking, and training. Recommends appropriate changes and enhancements to policies and procedures to ensure that the level of exposure consistent with the Bank’s risk profile is maintained in all operational areas.
- Performs annual compliance and fair lending risk assessments. Develops and conducts periodic, independent fair lending testing and reviews for determining potential risk areas identifiable through fair lending data analysis.
- Oversees the centralized HMDA process, conducts independent monthly and year-end HMDA reviews and submits the annual filing therefor.
- Monitors, tracks, reports, and follows-up on internal and external compliance monitoring/reviews/testing. Ensures corrective action for identified weaknesses/deficiencies is implemented through completion and conducts periodic post-implementation validation of same through independent monitoring, reviews and testing.
- Ensures that all applicable written procedures contain a component for departmental monitoring of processes and that all monitoring activity is reported to the Compliance Department.
- Develops and maintains constructive and effective relationships to support a collaborative working environment; builds consensus with diverse teams and individuals.
- Chairs the Compliance and CRA Committee meetings, ensures stakeholder engagement, regular meetings, appropriate documentation and reporting, the discussion of relevant compliance activities, and escalation of key matters as needed Serves as a member on Board and Management Committees as assigned.
- Participates in the development of new products and services to ensure proper consideration of regulatory compliance issues. Reviews and approves advertising and marketing related materials including social media.
- Responsible for the Bank’s Consumer Complaint process, ensures timely follow-through, appropriate documentation and reporting thereof.
- Administers and maintains the ABA E-Learning Compliance Portal; identifies, coordinates and provides supplemental compliance training as needed.
- Develops, prepares and presents Board and management reporting on applicable program components and metrics.
CRA
- Serves as the Bank’s CRA Officer. Responsible for the development, execution and administration of all aspects of the Bank’s CRA Program in conformance with applicable State and Federal regulations.
- Coordinates, documents and reviews lending, investment and service activity related to CRA requirements.
- Responsible for the collection of all CRA data and determination of CRA eligibility, including but not limited to: qualified investments, all HMDA loan data including small business development loans, community and charitable support donations, and employee volunteer hours.
- Maintains the Bank’s public file, addresses all CRA-related comments and complaints and documentation of same.
Internal Audit Manager
- Serves as the liaison between the Bank’s Audit Committee and the internal audit firm.
- Works with the Bank’s internal audit firm in formulating the risk assessment, annual audit plan and scope, and engagement letter for submission to the Audit Committee.
- Coordinates management responses to internal audit reports, ensures that internal audit findings are acted on in a responsive, timely manner and that corrective action is effectively implemented and formally tracked.
- Bachelor’s degree preferred.
- CRCM (Certified Regulatory Compliance Manager) required.
- Minimum seven years’ bank compliance (deposit, lending, compliance, and audit) experience required.
- Comprehensive knowledge of bank products, services and operations, state and federal banking laws and regulatory requirements, risk management and assessment processes, internal audit and regulatory exam processes and management.
- Technical knowledge of and ability to interpret and apply consumer compliance regulatory requirements.
- Proven analytical, follow-through, interpersonal, leadership, negotiation, planning, presentation, and excellent verbal and written communication skills required.
