Summary: Responsible for overseeing the Bank’s credit infrastructure to help ensure that loans are originated and managed in a prudent and sound manner and in adherence with applicable laws and established Bank policies. Responsible for overall regulatory compliance of the Bank’s loans and lending functions. Implements procedures and monitors activity to assess the overall credit quality of the loan portfolio and recommends further enhancements to control levels of risk. Recommends credit policies for approval by the Board of Directors.
MAJOR DUTIES & RESPONSIBILITIES:
Responsible for the completeness and integrity of the bank’s written lending policies. Modifies policies and procedures based on regulatory changes, examination recommendations and changing economic factors.
Responsible for regulatory compliance and documentation within the lending function by implementing procedures, training staff, monitoring lending activity, and enforcing adherence to established policies and procedures. Interprets applicable laws and regulations relative to the lending function and apprises management of impactful changes. Confers with outside counsel when necessary. Coordinates and conducts in-house training as needed.
Prepares quarterly analysis of the allowance for loan losses in conjunction with the CRO, CFO and CEO, including migration analysis, narrative and environmental factors. Maintains ALLL policy as part of the loan policy.
Oversees commercial and retail loan operations including due diligence procedures, legal documentation, collection, and regulatory reporting.
Oversees credit administration and underwriting functions for commercial lending. Develops credit benchmarks and approval override procedures. Responsible for methods that maintain accurate and reliable loan risk ratings.
Formulates collection policies and board reporting. Maintains current loan accounting and collateral valuation for troubled loans and owned real estate assets.
Chairs the board’s loan review committee. Develops reports and stress testing procedures that assess risk levels in the loan portfolio and presents findings and recommendations to the committee. Develops loan exception tracking mechanisms. Provides status reports to lenders and senior management.
Coordinates bank’s role in loan regulatory and compliance examinations, safety and soundness loan reviews, and internal audits. Tracks and ensures prompt corrective actions based on exam findings and recommendations.
Responsible for bank loan accounting procedures and loan related FASB standards in order to produce justifiable allowance reserve estimates, accurate regulatory reporting, and consistent reconcilement to the general ledger.
Manages the appraisal process to ensure that bank policies and procedures are followed in accordance with regulatory requirements.
Authority to approve loans and loan policy exceptions as defined in the loan policy.
Coaches and evaluates staff in the performance of their duties including defining individuals’ goals and employee development plans.
Communicates defined corporate strategies and goals to staff, emphasizing departmental and individual contributions.
Serves as a member of the Senior Management Team, assists in formulating and administering company policies and developing long range goals and objectives.
Maintains compliance with all bank policies, regulations and laws applicable to carrying out duties and responsibilities. As an executive officer of the bank, adheres to all Reg O lending rules.
Education, Experience, & Requirements:
Bachelor’s degree in Accounting, Finance, or Business Administration
7-10 years of experience in loan pricing, credit administration, underwriting, real estate loan underwriting, loan closing, problem asset management and portfolio management in a financial environment
Strong background in commercial, residential and consumer lending
Minimum of 3 years of experience supervising staff
Physical & Mental Demands:

Talk, hear, write, read, type, understand technical manuals, manipulate numbers, and communicate effectively in person, on the phone, and via letter/e-mail
Effectively organize, prioritize, and complete work assignments, and deal with frequent and/or multiple interruptions
Additional Salary Information: In this position, you are eligible for an annual incentive bonus based upon bank and personal performance. Annual incentive is finalized at the end of the fiscal year (December 31) and typically paid in January/February of the next year.
This position also offers a full benefits package that gives you the choice of two medical plans, dental, vision, life insurance, short- and long-term disability, paid time off, and a 401k profit sharing plan. If medical, dental and vision coverage are waived, we currently pay $250 per pay to opt out of the plans.
