South Ottumwa Savings Bank seeks an experienced CEO/Cashier at our 320 Church Street location in Ottumwa, Iowa 52501.
POSITION SUMMARY/PURPOSE:
The Chief Financial Officer/Cashier of South Ottumwa Savings Bank is a vital member of the management team and is responsible for planning, monitoring and optimizing financial performance of the bank, serving as a key advisor to the President, CEO and Board of Directors. The CFO/Cashier is responsible for oversight of all financial accounting, regulatory reporting, budgeting, tax and recordkeeping activities of the institution; managing and overseeing accounting, operations, IT, compliance/BSA and fraud oversight functions; serving as the Bank’s Investment Officer in charge of investment decisions and liquidity management; overseeing the preparation of financial and other designated reports on a monthly basis, balancing securities and preparation of the quarterly Call Report; directing and performing financial activities of SOSB, personally or through other staff, while ensuring applicable regulations and bank policies and procedures are complied with in the process of transacting business.
RESPONSIBILITIES AND DUTIES:
- This is a salary exempt from overtime position based on a normal 40 hour work week Monday through Friday with some scheduled Saturday mornings.
- Establishes or recommends, to Sr. Management Team and Board of Directors, major Bank economic strategies, objectives and policies for the Bank.
- Recommends modifications to existing Bank programs and services.
- Prepares or coordinates reports which summarize and forecast Bank business activity and financial position in areas of income, expenses, and earnings based on past, present and expected operations.
- Preparation of budgets, reviews budget proposals, and prepares necessary supporting documentation and justification.
- Supervises the preparation and submission of the quarterly Call Report and other designated reporting requirements.
- Advises Management about insurance coverage for protection against property losses and potential liabilities.
- Knows, understands and follows South Ottumwa Savings Bank policies and procedures.
- Supervises the development and implementation of the Bank’s financial plans and coordinates Management and Board of Director reporting of the financial status of the Bank.
- IT Conversion Coordinator for data processing conversions and/or Bank acquisitions.
- Active member of the Bank’s Management Team and decision making process. Supports and implements as applicable Executive Team’s decisions.
- Chairman of South Ottumwa Savings Bank ALCO Committee.
- Chairman of South Ottumwa Savings Bank Investment Committee.
- Chairman of the Management Team’s Risk Assessment Committee.
- Ensures that applicable regulations and Bank procedures are complied with in the process of transacting business. Co-ordinates Risk Management in areas of responsibilities. Works with external and internal examiners/auditors.
- Co-ordinates overall Asset and Liability management effort.
- Co-ordinates overall Bank Investment area.
- Co-ordinates overall IT area.
- Oversees the accounting, operations, IT and compliance/BSA and fraud oversight functions of the Bank.
- Designs, develops, modifies and implements bank wide systems and activities resulting in increased efficiencies and economic operations. Oversees the daily entries and adjustments to the bank’s operating statements.
- Responsible for supervising designated Bank Staff.
- Represents the bank in various community activities.
- Establishes familiarity with all Bank products and services, and is highly encouraged to personally use bank products and services.
- Performs other duties as assigned by management.

KEY REQUIREMENTS AND SKILLS
To perform this job successfully, an individual must have a Bachelor’s degree in Accounting or Finance or a closely related field, with 5+ years banking or related experience and 10+ years accounting or finance experience.
Preferred experience includes a CPA certification or post graduate MBA, FDICIA banking experience, financial statement/footnote preparation experience and leadership and supervisory experience.
Must have financial acumen and be adept in use of technology including accounting/finance systems as well as payroll, spreadsheet, word processing, database and Internet-based software. Individual should possess a high level of initiative and drive; excellent interpersonal skills with professionalism, diplomacy and collaboration; excellent oral and written communication skills; organizational and time management skills; planning, implementation and visionary skills; listening and problem solving skills.
Must possess the ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations; ability to write reports, business correspondence, and procedure manuals; ability to effectively present information and respond to questions from groups of managers, directors, employees, customers, and the general public; ability to define problems, collect data, establish facts, and draw valid conclusions; ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
